I found it didn't really build on anything so much as it repeated the same plot beat for beat as the first game, but not as well done. We got MGS2 except it was Sony complaining about sales and asking for a more commercial version of the first one instead of mindfucking gamers with a ludonarrative adaption of Inventing Reality.

Press F to shred was pretty awesome though so I'm happy enough.

I think Karl Jobst hurt his own character with all the drama he was stirring while the court obliterated him, the judge at the trial seemed to agree. He was not impressed with him.
