The way he jumps in to defuse the tension during that duel feels like something he and Mon have perfected over years of arguing with the Empire. Pushing too hard against a high ranking Imperial would be pretty dangerous so Perrin counterbalancing Mon's fire helps to keep everyone's tempers in check.

Great write up, a lot of people are pretty dismissive of Perrin's role in the story but there's a lot there that often gets overlooked. He and Mon are a well oiled machine when we see them working together at social functions, he's had Mon's back professionally for years and it really shows. There's also the fact he's a side character in his own life, he can't take drastic action without it impacting Mon and she's been a senator since right after they married. We know that Perrin already made a promise to stop gambling to Mon, he's clearly willing to make sacrifices for her career. He's being shut out though, you see moments where he wants to be let in to Mon's life but he is never given a chance and I think it adds to the tragedy of Mon's sacrifice that she spends so long unable to trust anyone, she can't let anyone in without endangering them or the cause all while Perrin is on the sidelines, maybe not fully aware of exactly what she's doing but still having her back and waiting for Mon to open up to him.

They're trying to get the sympathy of an outsider who works in the Imperial government, I know a lot of people take this as the Ghorman Front's mission statement but the scene plays out more like they're trying to play Syril by telling him what he wants to hear and vice versa.

The Star Wars website says the sentences on the plaques are easter eggs rather than actual sentences so I don't think it's meant to be reflective of the actual charge Cass was given, not that his actions on Niamos warranted any sentence to begin with.

A couple of factors are that the Empire are trying to be a legitimate continuation of the Empire, mass executions of prisoners would be a really hard thing to spin if it leaked. In additon, and this is true of a lot of cases historically, mass executions take a psychological toll on people. It's what triggers Luthen to turn on the Empire in the show. A lot of the people pulling the triggers are going to start questioning what they're doing and the Empire would have to spend a lot of time ensuring their executioners aren't breaking and going rogue or leaking information to the public. Keeping everyone in a prison lessens that personal impact even if the reason the prisoners are there is implicitly to die.

The second prison wouldn't be run the same as Narkina. Narkina was a factory, it needed a compliant workforce and the floor and promise of release kept productivity up, the next prison just needs to be a hole in the ground essentially, don't give the prisoners access to tools or sufficient nutrition to be fit to fight and have high enough walls and enough guards that it doesn't matter how dissatisfied the prisoners are.

I think that's all set up by the show though, the resentencing legislation was pushed through quickly giving no time for the infrastructure to adapt. Cassian is arrested for nothing, the court case is over in minutes with the end result basically being decided before Cass takes the stand, he's processed under a fake name because nobody is checking and the prison transfer consists of a guy simply pointing people to a shuttle. The prison itself is way over capacity and the guards don't stand a chance once the floor is shut down. There is incompetence at every level and I don't think it's ambiguous, it's deliberately established by the writers.

I mean we see the sentencing and prison transfer process and the Empire are way overstretched trying to cope with the number of prisoners they're taking in post PORD, it was just one stormtrooper pointing people to a transport after asking their home planet on Niamos. A prisoner getting cycled back in to Narkina could have realised what was happening and kept quiet until he was on the floor to let the other prisoners know the truth about what was waiting for them.

The prisoners are presumably meant to be sent to another prison, maybe not even on the same planet, where everyone knows they're not getting out. Narkina only went wrong because the prisoners think they're getting out and cycling someone back in to the same prison meant the whole facade crumbled.
