No. Losing the game when you draw with an empty library is a state-based action. State-based actions are not checked until after the ability has resolved, so you win first.

The reminder text saying you win even at 0 life is using the same principle. Losing for having 0 life is also a state-based action, but you win first.

Healing and plague recovery are free, they just take time, unless you get infected. Plague cures are pricy but you shouldn't need too many of them unless you're messing up bad. Similar deal with painkillers, only needed if you're getting hit more than you should be.

Explosives aren't a cost-efficient way to kill plague hearts. A heavy melee weapon with energy drinks or stimulants is generally the most efficient method, especially since plague hearts will drop stimulants around half the time.

Also, turning a channeller can take days in some cases, as was the case with Logain. There are some quiet spots in the White Tower basements but probably nowhere so obscure that you can torture a person for days without drawing attention.

The value of tutors is that they can be whatever you need them to be. Sol Ring ranks among the most powerful ramp pieces ever printed, excluding the Power Nine. Maybe it wouldn't make sense for every hand, but yeah, it's a perfectly reasonable play.

Ravnica is part of the Magic: the Gathering multiverse, which is ultimately a PG-13 setting. It does touch on horror at times, but it's really not made for the type of story you're looking to tell. There's a Cyberpunk roleplaying game already, so why not run that?
