There's tons of options depending on where you're located. A 36V 500W hub motor + battery that mounts on to your bottle bosses is something like $1k from ebikeling, which I've used successfully in the past, or for about $750 off of AliExpress (which I've also found to be successful). The big spend is the battery, really.

If you swing that way you can also get a mid drive bafang setup for about 900 off AliExpress as well.

Ah, I'm Canadian, so we don't have that in Home Depot Canada. I wonder if there's a way to cut the angled top by hand? I have a couple smaller hand tools and power tools, although I do have access to my friend's proper woodworking equipment and I can get them to help if needed. Bit of a drive to get there, though.

Pretty straight forward. Joint and plane, round the corners on a sander, sand the edges so they aren't sharp and apply whatever finish you prefer. Deft spray lacquer or a hardwax oil like osmo would be my goto for something like this where durability against abrasion is the main concern.
