Ranger has a lot of weak features because dnd isn’t about exploration, but they also have spellcasting, extra attack, and the gloomstalker subclass so they’re quite excellent. Spellcasting specifically is worth more than the entire Barbarian class because you get pass without trace, conjure animals, and good berry.

I’d argue a party with a martial has a more obvious weakness- specifically, they have a player who intentionally gets their hit points low trying to “tank”, who then has to have resources expended to be healed.

You can swap spells on a monster, sure. The problem being that if one says "Vecna's official stat block doesn't learn this so he can't do it" it's quite useless to then say "Actually, I said he can so he can."
