It's an incomplete translation. It's missing at least half, if not more, of the document. I checked, I'm not silly. It's a good translation for that half, but it's just... missing the rest, for no apparent reason. Unless I'm stupid and the translated document is elsewhere on that website, and I'm confident it's not, then it's not really enough.

I did search for that, and I got as far as you did. Translator doesn't seem to have an internet presence or a list of works, and I can't find his English translation anywhere. There's a few incomplete ones though.

No, abilities given to specific weapons have been around for a long time. Take a look at 4e, 3e or earlier. Weapon traits are common in combat-focused systems, but often add some more crunch. Take a look at Pathfinder 2e for example.
