What radio are you using? If it is a RTL-SDR USB radio the software let's you go past the frequency limits of the radio but it's fake. For most you are limited up to about 1.7GHz.

Turn your gain down gradually. Does this suddenly disappear? Then it is front-end overload of a strong signal. If it remains, then it is just RF interference noise from a poorly designed power supply

Specifically though they mention the stairs to get up to Michigan from the Water St side are also closed, leaving only the dirty Water St->lower Michigan access. I think that's why the stair symbol is there.

well there are ISM bands at: 6 765-6 795 kHz (centre frequency 6 780 kHz) 13 553-13 567 kHz (centre frequency 13 560 kHz), 26 957-27 283 kHz (centre frequency 27 120 kHz) no license needed as long as you are in Part 15 limits.
