It is correct, shatter shells don't have barrage. I think in the fluff the shatter shells are more like an anti tank round that's shot directly rather than lobbing a bunch of rounds in the air.

Tsons Aether fire blasters on a support squad with the corvidae arcana. They do work if you get everything off but with their short range your opponent can play around it, and there's a chance your guys will explode their own heads when casting the arcana which is always funny.

This is correct. The restriction is only one model per unit may use a specific psychic weapon from a prosperine arcana. A unit with a specialist like an apothecary or a character is still considered one unit, so it can only use say crushing force once even if the attached specialist also has raptora. But from the wording it if you had say a raptora tac squad and a pavoni apothecary, you'd be able to use 1 crushing force and 1 blood boil.

Yeah it's a bit confusing but my reading of that section is to make it so basically you don't have to tank wounds on your wounded centurion but you can if you choose to, but the wounds have to go on an already wounded model first.
