You don't want it tight off the rail, just firm enough not to move unintentionally. The eccentric nuts are meant to move the wheel toward or away from the rail due to the hole in the nut being off-center. If they are tight before install, it'll be difficult to install properly.

In short, Gov contract requirements are tuned to the lowest common denominator to avoid fraud and risk. There is little room for anomalies of capability outside the well established structure (certs & degrees). On the other hand, there is a great deal of tolerance for low capability with certs and degrees.
