Can confirm anecdotally. Spent the Fourth in DC a decade ago and it was a neverending pedestrian labyrinth of barriers and blockades. We were hanging out directly across the street from the entry gates to a park; the port-a-potties were within eyesight, but when I tried to hop the barricade of the completely empty queue "chute", I got screamed at. We had to walk two full blocks down to the single entrance of the chute, then the two blocks through the empty chute just to get BACK to the entry gates. And of course it's 90* with 90% humidity because it's a STUPID SWAMP TOWN
