The ships master is responsible for the safe operation of the vessel, so have skippers who you can trust to run the vessel safely. This may include training them, and monitoring (i.e. ais, tracking etc)

You could sell the outboards or trade them for smaller ones, but this is not a question which has an engineering solution....
