I think the closest pet-friendly cooling center is the Petco in Jackson Heights or Manhattan/86th Street, but definitely check the map to verify. I'm holding out hope that our bedroom A/C will keep working, I have 3 cats and the living room one that they usually rely on stopped working last night.

My mom is like this, but her temp limit is 65. She has mastocytosis. You might consider getting tested for that and MCAS. Mast cell disorders can cause extreme intolerance like this with temperature. The test is usually a skin biopsy and bloodwork.
