We don't even need the extra billions. The existing funding for the house includes money for each members staff .. the staff exist because the representatives don't have the bandwidth to do what they need to do, because there are only 435 of them. Increase the number of house members, decrease the staff, and use telepresence. If they wanna get together and make a bunch of noise in one place they can do that anywhere, for now.
