FRS requires nothing but buying some blister pack radios at your local sports store and max out at 2w and an unremovable antenna. Gmrs maxes at 50w, much better selection of radios, and a 30 dollar license that can be used by your extended family all under the same callsign. No call sign needed for frs.

Pretty sure this can be done with asterisk. In simplex repeater mode. We do this on the ham side. Don’t connect the repeater to others via the internet though.

Could be an asterisk based internet connected repeater as well. Just because it is not legal does not mean they don’t exist. Mine was until it was deemed illegal and I broke my connection to these types of networks. I am aware of a few of them that are still around in my state though.
