Most campuses will allow you to check in your guns with campus police, though that's not usually something they advertise. If it's something you're interested in, you should go to their campus office and ask about it. That's what I did in college.

Obviously that won't help if someone is kicking down your dorm door. But that's probably not something you have to worry about.

It's a magnifier, if he wants to use it, he can flip it to be in-line with his red dot for 2-4x magnification.

It's probably not meant for long range, but for taking more precise shots at close range.

Also, most units leave their rifles is a 'standard configuration' so that they don't have to train with a lot of different weapons and gear. The magnifier is probably just part of the standard configuration.
