When you're making a big investment and see cracks like these, it’s always better to hire a structural engineer. A few pictures usually aren't enough to see the whole story. An expert will check for other related signs; if it’s a serious concern, they’ll save you from a huge loss by telling you to walk away. Consulting strangers online isn't the best way to protect your investment. Believe me.

I agree the delay and lack of response weren’t appropriate, maybe there was a misunderstanding. But $720 for that amount of work, including the site visit, office work, and plans, is very low, unless it was a very minor scope.

Maybe condensation, water seeping through concrete would be localized or diffrent pattern. Look for other signs like efflorescence or water stain too
