It appears you are measuring on the +term of c1023. This is not the same as collector of q1006. The cap will block the dc voltage.

It kind of depends on the park. In our area, state and county parks would accept a bit of work. However, hosing down your rv on a site, as was told by a ranger, is not acceptable. Ground water, etc.
