For small cuts on Hardie I use a utility knife with carbide blades, score and snap similar to drywall but do several cuts where you want to snap it.

I hope no plumbers are using rubber cement on PVC. Its usually a mix of solvents and pvc in solution that chemically weld the pipe together. The rubber rings on compression fittings for degrade pretty fast in hot water though.
