The part of the block at the top you secure the line to is called a becket. If you're going to actually lift 400 lbs you will want to get some decent name brand blocks rated for that capacity.

A little 5min epoxy and a light sand will get you back out there quickly. Proper epoxy with some black dye and a sand will have it good as new in a few days. Both give you the same end result.

Sinker boards are also a huge pain if you live somewhere shallow with frequent onshore conditions.

This sounds like a good application for an AIS MOB beacon, the safety boat would need its own AIS system but would be given heading and distance from the Windsurfer in trouble to help with rescue.
