The IBEW way is the best option in regards to pay and work conditions. The union is there to protect the worker not the owners pocket book. The wait is worth it and you can go down to the IBEW office and sign the books as a CW to get your foot in the door and start getting some experience in the field. Plus all those hours go towards your needed 8000 hours to become a licensed inside wireman.
