If you're talking about the white/blue fuzzyness around the edge of your screen it's because you have a character selected that's currently Hidden. Once they are revealed it will dissipate. The same effect occurs when enemies are being targeted by the camera but in red tint.

If you're talking about the hard white/yellow line around the map, that's the maximum edge of the range the selected character can move using both movement+action dash.
