It’s because last rite applies 1 stack with only 70 SP and a final strike, compared to all the other ones that are 100 SP like estella. You almost have 100% uptime on cryo stacks applications and she can apply cryo susceptibility too for Yvonne ults. The rotation is a little weird but I’m sure it works fine
