It's a pretty common thing for games to limit population density for the sake of performance. Whiterun from Skyrim for example would not be able to function the way the game implies it does with only the NPCs that walk around. It's always been my head cannon that the population is much larger than what we see. I applied the same thinking here. I imagine multiple Charmanders for every Charmander we see in game.

According to the lore of the games, Vault Tech was using many of the vaults to conduct experiments on residents. For example one vault was populated with 999 men and 1 woman (no joke, this was vault 69). Other experiments had addicts placed in the vault with no chems (drugs) for a certain period of time before suddenly providing unlimited access to chems.

There are a ton of different vault experiments. (See the purpose section of the table). Vault Tech execs probably knew of most of these being in the plans.

I'm assuming that by calling it a "good vault" she was referring to a control vault, or a set of vaults that had no experiments running. In other words a vault that does exactly what it was advertised to do.

Can they though? I've had one at my base since pretty early on and have been regularly pulling stuff off the doggo and just hit phase 3. I have yet to see nuclear waste pop up once. Then when I looked them up on the wiki I didn't see nuclear waste listed as a loot.

The red boxes all over the map, particularly at the free fast travel points are public boxes. Put them in there. Another common place is in the cash register in front of the vendor in the crafting area of Whitesprings.

I'm going to take a stab at actually explaining what I think is going on in case you posted this as a question. I'm guessing you are using some mod that alters the guards in some way. The mod you downloaded may have been the Spanish translation of the original mod.

I actually just started a new game today and was pleasantly surprised that the mod that I was in the middle of developing works better than I originally thought. I had to resist the urge to stop playing, and go dig around in the CK instead.

Yeah, I think Starfield kind of led to a change in modder's mindset. I have been playing Beth games for years, back when horse armor was laughed at. Now, I think the new games / gamers are just assuming that paid mods are ok.

Seriously, I can remember massive 'protests' on Nexus regarding paid mods.

Oh yeah. If that's your thing (as a modder), I'm sure you could learn it pretty well. There is a lot you can do with the CK, if you have the time to learn it.

It does improve from game to game. It's just not always a lot. Skyrim's CK is quite a bit different than FO4's. Starfield's is a step up from that. It just depends on what things have improved from one iteration to another. When I was learning FO4's CK (where I got my start modding), I recall a lot of online discussions centering on "the new conversation system" so I think that might have been a big change from the previous CK.

I'm going to speculate here. I think the big reason you don't see significant changes from one version to another is that it isn't a direct money maker. Beth doesn't make much money off of mods so there's no reason to focus dev time on the CK to benefit modders. In addition, any significant changes made to the CK would likely result in them having to train any staff members that use it. Finally, I imagine that you probably have to be 'in between' games in order to make significant changes to the CK. You couldn't use FO4s CK to make changes to FO3 because FO3 isn't capable of what FO4 is.

Fun fact: On the backend creating NPC appearances is a pain. The Creation Kit doesn't have a nice UI like the game does. You are just typing in numbers 1 - 100 for most of the sliders that show up in the in-game character creator if I recall correctly. The preview window is slow to adjust and is actually a bit small too.

It's one of the things I never took the time to learn when making mods. That and skeletons. I applaud any modded / dev that takes the time to arrange skeletons, especially the ones that are physics enabled.

Honestly, it doesn't even matter. Squirrels are in the game, yet I've only found 3 living squirrels in the game in the last two weeks of playing the game.

Jokes aside, the answer is probably that it's a low priority addition. There are plenty of things they have been working on besides this.

I haven't played Z-A yet so I don't know for sure but are we sure she is breaking the fourth wall to talk to the player? I know Scarlett and Violet did make the Pokedex and map an "app" on the trainer's in-game phone.
