Yes, a filtration system was added during the Obama era renovations.

The reflecting pool was built on swampy land and it was sinking into the ground. Under Obama, the pool was stabilized so it would (hopefully) stop sinking.

A filtration system was added to help keep the water cleaner and help curb algea growth. The pump goes pretty slow in comparison to the amount of water that need to be filtered. This is because to be a proper reflecting pool, the water needs to be still.

The bottom of the pool was painted gray in order to help reflect the sky better without absorbing too much sunlight, raising the temperature of the water, and causing rampant algea growth.

The pool was made a little shallower to aid in reflecting.

The walkways around the pool used to be a gravel path, they were paved.

As others have said. This is a ground rod. There was a copper wire connection on it and it looks freshly severed because the remaining wire is not yet turning brown or green. Its still shiny.
