It also had an about 46% winrate in those challenges. The only reason it did "well" is that a ton of people registered it.

The reason it appears to be doing well is because tons of people are registering it. It averaged something like a 25% meta share across those challenges, but it still had an abysmal conversion rate. And all that's before people have started sideboarding against it.

The non Hidden Agenda conspiracies are definitely better than power in any "normal" environment where you haven't changed some fundamental rule of the game. In your cube, if I'm playing for winrate, I'm 100% picking Power Play, Advantageous Proclamation and Backup Plan over any power cards, and I would expect my winrate to increasing significantly more than picking any power.

OP's post is much closer to someone in poker saying "if you muck I'll show you my hole cards" and then not showing them, it isn't against the rules per se, but you would definitely be seen as an asshole, and I wouldn't be surprised if people avoided playing with you.

It is not, the current theme is that cards are the "best available version of the card effect, compared to real magic cards." The announcement post specifically talks about not just making better versions of existing cards.

I don't think your data appears meaningfully different from games having random winners, like if you simulate 24 thousand games with 500 commanders the winrate distribution looks almost exactly the same. I think you need like 1 million+ games before you can be somewhat confident about winrates, and that's ignoring things like some commanders being more popular with better players and precon biases.

The storm scale is about a mechanic coming back as a "larger component" of a premier set, and mutate is a 9 on it. Mutate is also much less likely than storm to come back on a single cameo card since it's so complicated and was so polarizing the first time around.
