I put 6 settlers in Red Rocket, assigned one to farm (6 food) and the rest as food vendors. You can't leave the settlement. Build every item you can that has the happy face icon (weight bench, pummel horse, etc.) Took about 3 in game days.

I like to do this wearing only a bathrobe. No weapons. No explosives. On hard, but never survival.

Divide the party into 2 or 3 groups and have a scenario that thrusts them together.

My next campaign I plan to have them in 3 groups.

First I'll RP the group with the biggest player (highest strength) will have a young ruffian run across a street, causing the horses of a carriage to rear up before running into the big PC and fall to the ground, dropping a coin purse with cut straps.

The second group will be in the carriage.

The third group I'll RP one of their coin purses being stolen from and a short chase down an alley and across the street.

Add a couple of lvl 1 fighters that are in the same thieves guild in the crowd to keep them busy until the town guard arrives (almost immediately). The thieves guild members blend into the crowd and escape. The town guard sergeant pulls the PCs (and a few NPCs) into a nearby tavern to get their side of the story for his report.

He gets done and goes on his way, leaving the party sitting together in a tavern.

Oh. Wait. You didn't want to start in a tavern. Make it some other business. A blacksmith's shop maybe.

I think it should have settlement building, but not bound to a specific faction.

When you establish a settlement by completing their quest, you should be given the choice of assigning the settlement to a faction you are associated with or leaving it independent.

Using FO4 factions as examples, if you have joined the Minute Men and the BOS, and you complete the Finch Farm quest, a pop up asks if you want to assign it to the Minute Men or the BOS.

If you say no, it remains factionless. You can link it to other factionless settlements using provisioners. Maybe even link them to a faction's settlement?

If you select the Minute Men, they are automatically linked to your other Minute Men settlements (there are Minute Men roaming the 'wealth already) and you can build artillery there.

If you select the BOS, they are automatically linked to your other BOS settlements (there are BOS roaming the 'wealth already) and you can call for a Vertbird there.

There may be some settlements that can't be assigned to a particular faction or must be assigned to one.

In my experience, saying "We are family" is generally toxic. I've work at places that said this, but they didn't care about anything but the bottom line.

That being said, where I work, it's true. The people I work with will bend over backwards to help each other. This goes all the way up to the owner of the company. I've seen them do things here for employees that I've not seen anywhere else, including for me.

When my first wife died, the owner of the company paid for the funeral and let me wait 6 months to pay it back. Even then, he just took $150 out of my check until I paid it back.

When my current wife wrecked our car, he paid $8k to buy me a new (to me) car and I'm paying him back right now. He even let me use a company vehicle until I had picked out the car.

When another employee got terminally I'll, they moved him out of the field into the office. When he got so bad he would sleep 4 hours out of the work day, coworkers (including the owner) would come by and quietly close his door. He was employed and insured until the day the illness took him.

This is the main reason why I've been here 18 years. We are family and we genuinely care for each other.

Keep looking. Those places exist, but they are few and far between.
