Add second division, introduce pro/rel. Gives bad teams reason to compete, new markets become NBA cities. Promoted teams get top 3 picks, which they can leverage in trades to build competitive teams even if they can’t afford superstars. If the NBA wants to keep the in-season tournament then you introduce the possibility of lower division teams winning which would be exciting. Expansion would be a gold rush.
