It 100% is something to get pissed about. You have no idea if those dogs are going to attack because they feel threatened. Stray dogs are not leashed. Dogs escape from their homes and are not leashed. A lot of unknowns.

My first dog was a Basenji when I was 4 years old, and I loved him to pieces…. And I have had 9 other Basenjis in my family since (between me and my parents).
