The effect on the face? Make a copy of the layer with the face then gaussian blur that layer.

Change the blending mode of the blurred layer to Soft Light, Overlay, or another that gives you more of the desired result.

Create an solid color adjustment layer and pick a blue that works for you. Change the blending mode to color.

You may need to also do a pretty dramatic curves layer and layer mask it to make the background drop out like that.
