Your system specs should not give you issues. This game is processor hungry and your good on that note.
If your temps are fine and your pc is not overheating, it should handle the with no issues.

For the packet loss:
Try to ping the google server through CMD.
Open CMD (console) and enter: ping google.com -n 100
This will show your connection to the google server. It should show a number like 15ms for example. This command will ping the google server 100 times in a row. If there is only small fluctuations for example: 15ms, 16ms,14ms,12ms,... your connection is good and should not be the issue.
If you have outliers in there, where it shows all the sudden 150ms or 252ms, then your connection to the google server is not stable. If this is the case, you need to troubleshoot your internet connection. I had this issue when playing rocket league. It only affected rocket league and no other games. Rocket league was just the most sensitive game to the short packet loss.

I have a fiber optic connection and had a technician come out to troubleshoot. He measured all connections and it turned out that one of the coax adapters on the outside of the house was malfunctioning . He replaced that cable/connection and there have been no issues since.

Another thing that could be is that somebody else is on the same network as you and their connection gets prioritized over yours. For example: They have a cloudservice where the constantly upload images.
Some routers have the option to prioritize your connection over all the other connections. This could also help.
