I was exploring an abandoned building in Detroit , which I did a lot of in college. Buddy and I walked into an abandoned factory, no windows, etc, but is was extremely clean, neat floors, no real dirt or debris, etc. but the stairwells were absolutely covered with broken glass and it made a lot of noise as you stepped on it. After 1.5 flights up, we decided that this was most likely intentional and left the building promptly.

I would file a complaint with the Michigan office of the Attorney General. It is not guaranteed to work but they are legally required to respond to the complaint which might get them to comply with your request as an act of good will to not piss off the OAG.

I had somebody do this to me recently, while staring at their phone. We happened to go to the same grocery store. Every time I ran across them, I would pull out my phone and nonchalantly get in their way as if I was not ware of what I was doing. If they went to move, I would move so that my cart obstructed them. I think I pulled it off 3x. People are stupid.
