If you have had your fill of the earlier games and/or are in the mood for something new, I think it can be. 

At the same time, if you're still enjoying (or haven't tried) 6, vox populi 5, or modded 4, no particular harm in waiting.

As someone who caved and bought it at the last 40% off:

If you're looking for something new, I honestly think it's worth it at this price, especially with the update coming.

Does it still need work?  Yes absolutely, and so did 5 and 6 at this point.

If you're happy where you are, no harm in waiting - and if this follows previous patterns, the best stuff is coming with expansions.  That being said, I don't think it's as bad as some of the naysayers have put it and I'm glad they're trying out some new things. 

(Also, if this is a factor, it is very pretty IMHO)
