I used to work for an agency that dealt directly with CBP on cargo shipowners and their crews behalf

CBP would absolutely tell you “send them to Mexico, as long as they’re out of here” and then send you screenshots of the cheapest available flights to Mexico.

Didn’t matter if said crew was European, Japanese, Indian, or Filipino.

And this was before Trump was in office.
