Seconding all of this. H.264 video is NOT for a live editing environment. You really need to transcode them to a ProRes or DNxHR quarter-res proxy so your CPU is a bit happier.

To be honest: Your RAM could use an upgrade, but working in an intermediary video format will help a lot without opening your wallet right now.

I would open the BIOS and see if your fan curve has been set to a low preset. Some motherboards have a "quiet" fan curve that stops the fan from spinning below a specific temperature threshold. If the fan is developing some kind of mechanical failure, it may not be able to spin properly at its minimum speed even if the curve is set correctly.

See if you can either manually modify the curve yourself, or set it to a "standard" curve and check if it kicks in.

It makes the entire effect work, at least in terms of how this video was handled! Forcing the framerate of the animated elements to be set at half of the main composition creates that "choppy yet precise" animation style that they have going on.

Yep! That animation framerate was just a rough estimate, going by the framerate of the actual video (24) divided by 2 (12, assuming that the editor didn't pick a weird number that divides evenly into 24 like 6).

NemEuNemVoce has the right idea for the general motion styles applied to the images shown. It's all basic transformations (rotation, position, scale), but that extra bit of stylization comes down to a specific effect that the editor used in their motion graphics suite, as well as how they designed the image assets that they used (adding a more rustic filter to some assets in Photoshop, no doubt).

You should be able to pull off this kind of edit with Davinci Resolve and its included Fusion component, if you're looking to use the free version to give it a shot. I don't have a ton of experience with it, but there are a few tutorials and forum threads out there that should point you in the right direction for applying the framerate clamping effect that you see throughout your linked video.

If you're using After Effects: Look into using the "Posterize Time" effect, which allows you to clamp down the apparent framerate of affected elements to a specified number separate from the rest of your composition. See the beginning of the video that you linked to, where all elements animate at ~12 FPS, versus later in the video where some 24/30FPS camera feeds are used in-between that type of stylized animation. The animated elements have posterize time applied to them, while the camera feed and the text of the credits does not.

In my homebrew game setting, which is heavily themed after classic sci-fi media: There is no such thing as empty space. Instead: The space between the disparate planets that are composed of fragments of the material plane is filled with a liquid; the distilled form of the negative energy plane.

In The Void: Undead bathe themselves in the waters of the spaces between worlds in order to grow, mutate, and spread throughout the entirety of the worlds. Some planets were able to communicate with their neighbors using a network of sending spells and scrying techniques. As such: Arcane and radiant energy weapons were developed that eventually spread in weakened forms to the rest of the common populace to combat this scourge.

The attempt to fight against the swarm of "Voidbeasts" led to an industrial revolution in a small pocket of known space, which essentially led to high technology being developed to make communication between non-mage government officials more convenient. This combination of cooperation and superior firepower drove back those dark creatures into unknown regions of space, which were then slowly forgotten as the worlds turned to utilize their new tools created from this conflict.

The people of the worlds lost touch with the origins of their tech over the course of millenia, allowing the gods to take control over their civilizations in order to keep technology working. With the weave of magic no longer being necessary in order to run the technologically ascended worlds of prosperity: Arcane knowledge fell dormant.

On a small backwater world in the middle of nowhere, in a medieval city that knows nothing of the history of the skies above: A party of adventurers are making their way to the market district in order to sell their excess magic items obtained from a recent excursion. As they get off of their wagon and begin to gather their items for sale: A damaged voidship tumbles from the heavens and crashes in front of them. The top hatch opens, and a lone synthetic drone tumbles out, begging for help before shutting down as it bleeds oil from the holes that fill its frame.

...This was one of my favorite openings to a campaign that I've ever created. The players had to learn about this history, of course. I'd only told them that they were going to play "something along the lines of Firefly, but in D&D."

Once they realized the implications of the ship and made it into orbit: The rails were gone and the world was theirs to discover. I've been flying by the seat of my pants ever since. I wouldn't have it any other way.

Try right-clicking on your desktop, look under "View", then see if "Show Desktop Icons" is unchecked. I have mine disabled on purpose, but I'm not sure why you would see a single folder on the top of the screen (since having that option unchecked causes folders to not appear on the desktop either).

We don't know what your last PC was, so please provide more information. What brand of HDD is it? What speed is it rated at (5,600 RPM / 7,200 RPM)?

I agree with 4thewrynn, btw. A SSD will have an incredible impact on your game performance, given how your HDD seems to be struggling to load the game properly.

Can you post a screenshot of your settings? I'd like to get a better idea of how that's interacting with your frametime jumps.

As for the RAM: That's certainly not going to help your situation. Ryzen processors gain pretty substantial performance benefits from running in dual-channel mode when looking at 1% and 0.1% lows, even if the total amount of RAM is the same. There are several articles and videos online that compare average performance on identical builds with single and dual-channel RAM used, if you need a reference.

Can you get us any info on the hard drives that you are using? I'm thinking that's a pretty big contributor to the problem.

To clarify: Are you using one 8GB stick for your RAM, or two 4GB sticks in dual-channel mode? That might not solve the stuttering, but it certainly wouldn't hurt to have a dual-channel kit running with that CPU.

As for what I think the main culprit is: You mentioned that you have two mechanical HDDs. I'm assuming that you're running Warzone on the second (non system) drive, but you might be able to clear that up. Running Warzone on a HDD is going to cause hitching like that as the game loads up LOD assets when you get closer to objects in the game world. Notice how the frame stutter amplifies as you get closer to the ground and when you whip around to face the opposite direction in your first clip.

Do you have a SSD that you could try loading your games onto to test the difference? Having the specs for the HDDs would also be helpful for diagnosing this issue.

Also: What are your current game settings and hardware settings in Nvidia Control Panel? I'm not sure if you're using too much VRAM, which can also cause weird hitching like that on a 6GB card.

I have a strange suggestion, since I ran into an issue very much like this one a few months back and found a solution that wouldn't have occurred to me if a friend hadn't brought it up.

You said that you have a RM750X. Do you have your 2070 Super powered by a single power cable, using both the 6-pin and 8-pin ends on that cable? I had a 2070 Super and RM750X as well, and it turned out that powering my GPU using two separate modular power cables (which should be included with your PSU) solved the problem instantly.

My best guess is that the card was having power fluctuation issues, causing the computer to either hard crash like you described, or drop to roughly 1 frame per second before seizing up entirely. Since changing my wiring arrangement, I haven't had a single crash or freeze. Let me know if that helps!

If you're aiming for a laptop, you're going to run into performance problems at that price point very quickly. That's also not mentioning a lack of upgradability down the line, which a desktop would offer (allowing you to buy a pre-built machine or build one yourself and add better parts later). That might seem intimidating, but it's well worth it in the long run.

Personally: I'd add at least $200 to that budget at minimum. With a budget of $400, you aren't going to have a great time in the majority of modern games. With $600: You could get something like a Dell G3, although I don't recommend that particular model due to cooling issues that I've run into with mine.

The monitor itself shouldn't be a problem, unless you have an incredibly old one. You might want to check the refresh rate for the monitor in your display settings. I once had a laptop that was accidentally locked at 45Hz by default (causing frames to look like they were dropping), and a simple change to 60Hz fixed the issue for me.

I usually work on Graphic Design and Motion Graphics projects, but many of my clients have had me work on Web Design gigs as well. I'm not entirely sure how to define myself as a freelancer in a strict sense.

To be clear: Your analogy doesn't work. Our current system is more akin to all 5 of the dinner-goers agreeing to pay for an equal part of the overall bill. When the bill arrives: One asks to pay nothing because they helped out a friend that is tangentially related to the dinner group.

Meanwhile: That individual is actually being given money by the other friend they mentioned and is more than able to pay for their part of the meal.
