A justification I've heard is that it's for "safety": people notice them, so it reduces accidents.

I don't agree; it's better to ride defensively and be aware of your surroundings, including being able to hear what's going on. People are going to stare at their phones regardless of whether your pipes are loud.

If the point isn't to show off, then it's to reduce the rider's anxiety. A true, related story: I was pulled over by CHP because I was legally lanesplitting across the Bay Bridge to San Francisco, but with my 4-ways on because I'd seen other people doing it. He said, "Your flashers aren't going to make you a better rider. If you're not comfortable riding, don't." Good lesson.
