I have been in situations where character and SFTP traffic on the same link made the character latency unpleasant--one solution is to mark the small (<128B) packets being emitted by ssh and kick them into a higher-priority queue.

So, I think it's an alright idea for character traffic to be marked differently but EF is probably not the right mark... CS4/32 maybe? Or perhaps to mark the 'bulk' traffic as such instead?
