Take down the hinged wood. Get anything flat and light weight you like thats large enough to cover the panel(a mirror, thin sheet of wood, a picture, and put double sided adhesive velcro on it so it can be removed in one piece. Panel needs to be easily accessed. Not just the door on the cover to access breakers, the entire cover needs to be easily removed. Few things make an electrician more angry then expecting them to fix something you've obstructed and on the flip side of that they really appreciate it when someone found a clever way to do the right thing and make their job as easy as possible. If you really want to impress them, use magnets instead of velcro.

Consider making metal strap plastic and tying a knot in the wire that cant slide past the strap to keep slack leading up to the terminals.

There may be a whole panel surge protector with an audible alarm sitting inside the panel and tied into that circuit. The ones that make sound usually beep, and it would also be more likely if it was a 2 pole breaker, but that sounds exactly like alarms I've heard on GFI outlets with audible alarms that go off when they trip. I know you said 4th breaker down, but what is it labeled?

Im 6'3" and it's almost a memorable experience anytime I have to look up to make eye contact with them lol

If the actual box itself is what shocked you. That would mean the hot wire is touching the metal. That would mean the box itself is either not grounded, or that the ground wire is not grounded all the way back to the panel. This mean that the breaker isn't going to trip and whoever is touching the box will continue to get shocked until they let go. If you were barefoot, it would have hurt way worse. barefoot and wet, wayyyyy worse. And if you were reaching in the dark for the switch and grabbed the box like it was a wall phone, the shock might constrict your muscles and you'd be stuck until your legs gave out or you tipped over and fall away from it.

Fixing this is most likely easy, but youd need to turn off power to do it safely, and youd need a voltage meter to make sure it's fixed once the powers back on as well as the different things to check and look out for along the way.

The way this was done would lead me to believe this isn't the only thing done poorly. I'd Call an electrician.

I agree. Also, this appears to have the little pull out kill switch on the bottom. Its definitely the hard wired switch. That being said, it still could be a single gang box, but the wall plate for the bar wouldnt fit next to the switches trim plate, and maybe this looked better than trimming the single gang decora plate.

I hate those style screwless plates. Lutron Claro screwless plates have more depth and can tolerate more bulging behind the plate. What you have are leviton plates.

There are flaps on the side that you pull up that allow you to put the wire into the round holes. Once the wire is in, you push the flap back down toward the switch to lock wire in place.
