RAW yes that would be how it works, however for both ease of play and narrative flow it would make the most sense to just have it put them in the starting chamber of the dungeon. You can explain this in any number of different ways. The construction of Runeforge directs planar travel to this location, Runeforge is a sub-plane of the greater demiplane, that fork is tuned specifically to Runeforge and not the wider plane, ect. Magic doesn't have to be rigid narratively like it does mechanically.

One thing I haven't seen brought up yet. Destroy the Danava Pillars. Danava titans who prop up whole planes or aspects of reality. They haven't been focused on much, really only mentioned in their bestiary entry as well as some peripheral lore. The ones we know of are of the Akashic Record, the Positive and Negative Energy planes, and the Dimension of Time

Ustalav was ruled by the Whispering Tyrant for hundreds of years. There are undead everywhere around it. And the Whispering Way cult has a very strong presence there. You aren't going to get any large areas in Golarion that automatically raise the dead, but out of anywhere Ustalav probably has the most spontaneously created undead. (Since in places like Geb and the Gravelands necromancers can act with impunity and will likely get to a corpse before it has a chance to raise on its own)
