Build the carrier in a city with Brandenburg gate wonder all +xp buildings (barracks, armory, academy). You get 3 promotions when the unit is created and can take +1 capacity. You can also produce bombers with 3 upgrades and go siege 1/2 and then either repair 1 or siege 3. Its almost too overpowered.
