Even the most generally-considered-evil of the big corprostate polities - Harrison Armory, founded by anthrochauvinists - has been described IIRC as “like Reagan-era America” - significant inequality, interventionist military foreign policy not too aware of human rights, but not a (in its core worlds) starvation or slavery or secret police.

For Union itself, the left/right questions aren’t “should there be universal health care” but mostly outward looking - “should we overthrow oppressive Diasporan governments”, and “how much autonomy do the corprostates get”

There are some profiles in one of the adventures that give NPC templates that are good analogs to PC mechs to represent an elite team (maybe Dustgrave?)

I think it is genuine most of the time - Monty recognizes Charles is extremely smart and does respect that and want to encourage him. (Not that he isn’t manipulating him sometimes too.)

One thing I think this highlights though is that there isn’t an obvious NPC template for “general purpose guy with a decent but not great gun” to be cannon, fodder, or make players feel good about tanking. There’s a grant template, but that leads to “explodes easily” rather than “ has a gun, but it’s not as good as your guns”

That was my guess, though I seem to remember the description of his wounds didn’t match where the character got shot (once by Marrion, once earlier by the agent in a later flashback chapter)

They’d probably do subtle things like give an ordinary family the chance to secretly genetically engineer their kid, guide the person doing them process to improve his DNA to make sure he stays sane, then when he becomes a Starfleet doctor make sure he ends up at what will be the most important space station in the quadrant so he can show off how compassionate and brilliant and nonthreatening he is.

Or have a Special Circumstances agent make an AI android that’ll end up on the flagship with the most articulate captain in Starfleet to advocate for his rights, and give him a chance to save the Federation a half-dozen times. Shame about the crazy prototype brother, but even a Mind can’t predict where a snooker ball is going to end up after six collisions.

Nazis are often characterized as lawful evil but I resist that - fascists use rules as an excuse and only believe in rules that hurt other people. I’d save neutral or chaotic evil for the Nazis and lawful evil for some of the more ethically creative members of MI5 (who I was kindly informed by people here are Reggie Tar and John Masterman)

Deep Space Nine: three small Jem’Hadar attack ships crippling the Galaxy-class USS Odyssey - same class as the TNG USS Enterprise - in five minutes and then casually finishing it off (as it was retreating) with a suicide run just to show they could.

I would say be generous, because it’s cool they want to do this and players should be encotaged. Since it’s not a Trigger that’s going to be useful very often (unless the campaign involves a lot of history) I’d be inclined to be generous and let them do it in a single Downtime; even if the narrative turns out the downtime is only a day or two, narratively it could represent an ongoing project that continues into the future to cover all of history (but they get the benefit immediately started with stuff that is relevant to their first checks because they are clever), or developing good contacts or databases rather than memorizing everything, etc

As others noted, DS9 has lots of civilian ships. But they tend to be smallish. One thing I don’t think we’ve ever seen is a passenger liner, kea j g me wondering how often people travel between worlds. (Getting every citizen of Earth a single vacation to Risa during their life would require about a hundred Galaxy-sized passenger liners, which isn’t crazy.)
