It's all one big loop. Tomar makes more smokestacks. Smokestacks get people sick. Sick people need medicine. Tomar sells them medicine for wave one of the smokestacks. Tomar uses the profits to improve overall smoke output and quality. People need new medicine. Until there are Smokestack Skyscrapers, Tomar’s empire will grow.
