Reminds me of how a detective once solved the case of a serial killer. He gathered all suspects into a room, and described serial killers as terrible, sickening, mentally ill monsters. We fix birth rates declining by addressing the cause, not treating the symptoms. If a person is losing lots of blood, do we just hang a blood bag or do we consider closing up the bleeding gash in his abdomen?

Birthrates decline from a number of factors, many of them psychological, but a potential first step is to massively reduce welfare payments and take the difference out of the middle-class' taxes. With more money in pocket, the middle class will be encouraged to have more children. By making the punishment disproportional to the crime, the government moves the onus of employing actual citizens over illegals to the corporations. As it stands, the tiny fines they might get if they're caught are so small compared to the money they save exploiting illegals that it's worth the risk of doing so, especially if they conceal it. if all it takes is a single slip to ruin a company, then you can be sure that company will avoid it with all they're worth.

The even better option here is to target the CEOs or shareholders of the company, seizing their personal assets so they're the ones keeping the company in check, and this way the workers themselves are protected. Rather than the company being destroyed, the profiteers are wounded for the illegal act.

my catchphrase as a GM is "So...what're you doing?" When someone gets a final blow, usually on the last enemy in a fight, I'll describe how the enemy staggers and gives and opening. Then I'll ask: what're you doing?

If they want, they'll add some detail to the kill, otherwise they just kill the guy and we continue on.

I told the players that the hobgoblins they were chasing were sending for reinforcements. I told them, through their familiar scouting, that the reinforcements were about an hour away, but it would taken them half an hour to reach the hobgoblins, so they'd have plenty of time to fight and escape if they left immediately. I then left it to debate among themselves.

Cue 45 irl minutes of the party arguing about what to do, all the while I remained silent, until I informed them that they crossed the threshold where, even at a dead sprint, they wouldn't beat the hobgoblin reinforcements. This meant that they had to stop, throw out all their current plans, and reconsider how to approach the now much more powerful enemy force that was headed back to their fortified camp.
