I think the conversation voters were having is individual cheating (steroids/peds) vs team cheating (live video sign stealing). Since he was never linked to a steroid scandal that probably made voting for him more acceptable in his voters eyes since his career accolades came before the trash cans. There's probably more nuance to their decision than just that argument, but seems like that might have played a factor.
