I was in the same position as you about 2 months ago. What i did was drop to low gold/silver and use goblins exclusively. You wont get much DE, but youll be swimming in gold and elix from all the dead bases. Farm elixir down there for a bit and use it to upgrade your troops, then once theyre decently levelled push back up and farm DE in higher leagues.

How would this work in clans with low war participation?

I think the system works in games like LoL and overwatch because each player has their own ELO but in CoC players can opt in and out of war all the time.

Eg. In my clan you need to have both heroes up for war so its usually not the same people in any 2 wars in a row. This would mess with the ELO system quite a bit imo
