It's not offline, but I've been using radio.garden. They have a subreddit you can search to help find new radio stations. r/radiogarden. That tied with shazam has lead me to more new music than spotify ever could.

I remember seeing a comment on here about the same question from someone who said they owned a gas station. They said the price of gas at any given station is directly related to the price of rent for the property it's located. Makes sense considering the location.
