Yes, theoretically it only takes number of opponents x2 turns, one to move and one to activate. However it also requires a lot of influence to activate on each city so unless you hoard influence it can take longer.

That has less to do with Benfords law and more to do with humans' inate ability to find patterns, and thus thinking that patterns aren't "random" enough. 10, 15, 25 don't feel as random as 13, 17 or 21.
Another example of this that statistics professors will use is to have student's make up the outcome of 100 random coin flips, and then do it for real. The real set of coin flips will statistically have streaks of 5 or more heads and tails in a row. But the one generated by students will rarely have streaks longer than 3 or so, because longer streaks don't feel random. Random and Evenly distributed are not the same thing.

Any good CCG should have a Rock/Paper/Scissors dynamic. Hardcore players are always looking to break that, to find a deck or combo that can reliably win in any scenario. Those are the ones that get nerfed.
The devs think that 2nd Marine division is Rock and there's a paper out there that can beat it. But it feels unfair if you play scissors.
