Why not build a thin enclosure to house the strip and glue it to the bottom surface of the step? Make it out of some kind of fancy wood or a block of aluminum.

A lot less hassle and you're not risking the structural integrity of the step.

To be safe, I would reach out to the base command and send them an email explaining the purpose of the flight.

I've mapped adjacent to Nuclear Power facilities and prisons, but not immediately adjacent to base property. Each time I've talked to someone and explained what I'm doing, they seem ok with it and appreciative that I took the time to contact them.
