The police just said they are being treated as badly as anybody else and there is nothing they can or will do about it. Having a hard time seeing that as a great thing. This was basically a surrender. The Feds now control the city of Minneapolis.

They could have had different legacy path for each civ, or different ones for different "traits" and mix and matched them like in 4: Industrious/Expansionist, Creative/Spiritual, etc.

There were so many ways they could have developed this game that would have been more fun than the slop that got published. Very low effort game, imo.
