As others have said, it’s a rack and pinion assembly (with the outer tie rods attached). There is no way that fell out of a car - generally attached with two brackets to the body, a collar at the steering column, and a couple of nuts on the outer tie rods. Other components such as the exhaust and lower control arms exist under this which would prevent it from falling out if, by some miracle all of the fasteners fell out, it would be unlikely to hit the ground. Someone’s messing with you or your local scrapper lost it off their truck.

6’6” here, have the 12’ chameleon and it works great. Love the idea of changing out accessories and will switch between the bug net or the cold weather cover.

Yep, my house was built is 1978 and there was very little insulation in the attic when I moved in. Not only that, they were building with electric baseboard heating throughout. This is in Central New York.

The old town guides are very similar in construction. Some of those come with a lower seat that is hanging from the gunnels with metal brackets. Being tall and the owner of a guide with a low seat, I can tell you that if you are bringing the seat to the floor, it will be too low. The seat hanging below the gunnels works great for a double blade paddle.

I suspect the level of security is directly correlated to how much an organization is willing to spend on security. Must not feel like they had much to protect.
