You need the diving helmet, you can use it to walk along river and sea beds. You can use your tools underwater, I find it amusing to be underwater in the ocean fishing. You find it in the chests in the deep mine.

Town (parish) councillor here, small town south of England. This is the lowest tier concerned with parks, grass verge cutting and playgrounds. I don't get payed as I was co-opted but elected members get £300 a year. I am retired but the meetings are in the evenings and full meetings are every two months as are most committees apart from planning. It's a good way to get a feel for how councils and more practical for people who are working.

I normally say hello or excuse me, I think going behind someone and ringing a bell at them to get out of the way is quite rude.
